How would such a file ever be seen as input by debhelper either?

But unless there are compelling uses for this other than multiarch right
now, I also think v9 is the way to go.  Changing the default --libdir
certainly won't be v8-safe, so I think multiarch conversion documentation
will want to recommend going for v9 all at once.
