If /etc/network/run does not exist, then ifupdown fails at
boot time.

I am not sure that writing run time information to /etc is OK.
AFAICS there is no package providing /etc/network/run, so
ifupdown seems to be broken, anyway. Wouldn't it be better if
it writes the ifstate file to /var/run or /dev/shm
instead?

Creating a missing subdir in these directories would be easy.
