Yes, that's a known issue with the Nessus 2.2.3 release.
Please upgrade to 2.2.4 or 2.2.5  (solves several
issues with proxies and SSL support).

I will probably add a README.build.Debian in the next release to describe how
a user can use the source packages to build a Nessus source that complies
with the license. In any case, feel free to bring this issue up with Tenable
directly.
