I've had the same issue on an upgrade today from Debian 5.0 to 6.0 (although clamav* packages were in fact upgraded from volatile to stable-updates). Also, a second problem was blocking clamav-milter from (re)starting: ERROR: Invalid setting true for option LogInfected I've removed both lines and it works as always.
