This also occurs while upgrading from lenny. While not very annoying on its
own, it breaks - as mentioned above - dpkg-reconfigure --all which is
extremely inconvenient.

A temporary workaround is to use:

for i in `dpkg --get-selections | awk '{print $1}'` ; do dpkg-reconfigure \
-plow $i ; done
