It looks as if the code has been tweaked to be FSSTND conforming, but the 
manpage has not:

       /usr/local/etc/gentoorc

              This is the site-wide configuration file. If a user
              doesn't have a configuration in his/her home directory,
              gentoo loads this file instead. The actual location of
              this file is slightly system-dependent, the above is the
              default. As an end user, you typi‐ cally won't need to
              access this file manually.

       ~/.gentoogtkrc

              This file allows you to control the look of the widgets
              used by gentoo, through the GTK+ style system. This file
              must be present in the user's home directory - there is no
              site-wide GTK+ configuration file.
