This could be considered a vote, but libapt-pkg .so should not include stuff for packages not even uploaded to debian yet. The patch should be backed out until apport is uploaded or packaged.

Otherwise, the eventual packaging of apport may be different than what apt is expecting.

Then, once the apport *is* available, and it is *not* configured(for whatever reason), there should be no output at all from apt-get.
