Yes commenting the LoadModule line out of /etc/apache2/mods-enabled/php5.load 
fixes the issue as well. Unfortunately we need both PHP and mod_perl on these 
servers though. I'm still trying to figure out what is is about the php5 module 
that's breaking tie() in code running under mod_perl but haven't had any luck 
yet. I'm still not sure if this is a mod_perl, mod_php or Apache problem. It's 
pretty simple to reproduce given this information.
