On section D.3.4.1. Create device files

cd /dev
MAKEDEV generic

The makedev command does not exist or its need has been deprecated(?) and 
therefore should be removed.

if MAKEDEV is in use, then this should instead be applied to debootstrap(?) for 
not providing it.
