Unfortunately yes, 1.3.0-1 is still affected by this problem. In order to get amarok working again I grabbed the source and removed "--without-included-sqlite" from debian/rules. I haven't tested yet but I think libsqlite3-dev in debian/control could then be dropped too. This makes the binary approx. 200kb bigger but in return it makes amarok work reliably.
