I am; if an SKS keyserver doesn't have a mailsync partner configured
then any updates sent to them never leave the SKS network, AFAICT (ie
only the receiving server sends out a mailsync).

I am happy for the Debian SKS package to contain
pgp-public-k...@the.earth.li as the default mailsync peer. If that is
done it's probably worth including a comment about
pgp-keyserver-ad...@earth.li being the appropriate admin address to
contact if required.
