The manual shows sample plugins, eg. in http://www.texmacs.org/tmweb/manual/webman-write-itf.en.html I would have thought that those examples were available in the texmacs distribution, so they can be easily tested as one reads the manual (and incidentally so that it can be automatically checked that the examples are still valid), although I admit I did not check the source tree.
