I've just stumbled over this bug while having dh-autoreconf 3 installed. Putting include /usr/share/cdbs/1/rules/autoreconf.mk include /usr/share/cdbs/1/rules/debhelper.mk instead of include /usr/share/cdbs/1/rules/debhelper.mk include /usr/share/cdbs/1/rules/autoreconf.mk in debian/rules helped. This also applies to the original example package above (which in git has the "good" ordering atm).
