Hi,

this is by design. Were it not so, tools like make(1) would
break, because if you update a file, all files depending on
it need to be rebuilt. (On the other hand, if you initially
check out, cvs _can_ and does preserve mtimes.)

If you absolutely require repository mtimes, you must rm
the directory these files live in (in the working copy),
then do a “cvs -Rq up -Pd” in its parent.
