I can confirm the problem.
After start-up and user KDE login, there are two instances of pulseaudio started; one by user 120 (speech-dispatcher) and one by the user, who logs into KDE. After killing the first one, the system is able to use pulseaudio for playing sound, accessing mixer, etc.
