No, it’s not: the new .orig.tar.gz is the actual upstream tarball.

The debian/changelog file documents the changes to the
Debian packaging. Upstream changelogs are installed as
well. I said I will _replace_ Debian’s old CVS package
with mine when I offered to take it over, and so I did
so there is nothing to “keep” since it was never there
(in fact, my CVS package was created due to the short-
comings of the old one). This is final.
