xt-create-xen-config (called from xen-create-image) either creates a user or 
changes an existing user's shell,
and modifies /etc/sudoers, when the --admins option is given. It appears that 
there is no longer any way to
"merely" add the required information (the admins config line) into the xen 
config, which is I would expect
to be what most users would want. While the ability to create users/change 
shells/add to sudoers may be "nice
to have", doing it by default when admins are specified certainly violates the 
principle of least surprise.

At the very least, there should be an option to create the xen image and config 
file without damag^Wmodifying
the rest of the system.
