It turns out I was wrong - gcc does support the LTO plugin with "classic" ld, as long as it's gcc 4.6 and binutils 2.21. I'm working on a gcc-4.6-based version of this package, I'll make sure it provides the LTO plugin as well (and depends on an appropriate version of binutils-mingw-w64).
