Certainly. I'm packaging the I2P router (http://www.i2p2.de) and it
ships a file called geoip.txt which is binary compatible with the file
in the package tor-geoipdb. 

I currently use tor-geoipdb as a build-dep--which works, except I have
to stop Tor from running on my system before running sbuild since tor
starts automatically, the tor in the chroot will fail to start
causing my build to fail). 

Instead of a build-dep, I would prefer to have my package depend on
tor-geoipdb and symlink /usr/share/tor/geoip
to /usr/share/i2p/geoip.txt (since Tor's geoip file is usually more
up-to-date than the geoip file shipped by I2P's upstream).
