I suspect some things won't work properly without it. A hotplugged USB keyboard won't get the correct layout set for it, if I'm reading this correctly; there may be more serious problems. I wonder where you get the idea that udev-gtk-udeb is installed only after udevadm trigger is run, though? This is not the case in the graphical installer; udev-gtk-udeb is in the d-i initrd in that case, and so will be present before udevadm trigger is run.
