I apologise that you haven't received a response to this report.  I hope
that you found some sort of solution or workaround.

LUKS is configured by the cryptsetup package.  Part of this package is
copied into the initramfs so that it is possible to mount an encrypted
root partition.  I believe this is a bug in cryptsetup, not the kernel,
so I have reassigned it accordingly.
