As I see in
/usr/share/doc/latex-cjk-chinese/example/arphic-sampler.tex
chinese CN:
\CJKfamily{gbsn}
This gets me "AR PL SungtiL GB"
chinese TW:
\CJKfamily{bsmi}
This gets me "AR PL Mingti2L Big5"
For all debiandoc-sgml/tools/lib/Locale/zh_*.*/LaTeX , changing "gkai" as in
'after begin document' => '\\begin{CJK}{*}{gkai}',
to these should fix problem. {*} being {GB} or {UTF8} or {Bg5}
