README.Debian says nothing about setting up a subversion repository,
it only says

A new Trac environment is created with trac-admin:
$ trac-admin /path/to/projectenv initenv"

To successfully setup a trac repository, I had to setup a subversion
repository first and then pass the path to the svn-directory to trac-admin
$ svnadmin create /srv/trac/first_track_svn
$ trac-admin /srv/trac/first_track initenv
The second question trac-admin asks is "Path to repository", this is where you
have to enter the path to the _subversion_-repository, not the trac
repository.
