Since debiandoc-sgml tool still has this problem reported, I am keeping this bug report here as minor bug. But the oroginal issue on maint-guide has been resolved by moving it to XML. Since resolution of this PDF generation requires deep poking into LaTeX code which is not worth the effort for this deprecated tool, I will not be able to fix it not willing to do so. Patch welcomed.
