Hi, I have this problem too. This is a duplicate to bug #569775 assigned to network-manager now.
I found this problem on two virtual machines installed recently. The machines were installed using the PXE and the DHCP was left the network interface configuration method. I did some changes in the /etc/ntp.conf and restarted ntpd. I was quite long confused, that I changed settings but without any effect. I noticed ntpd args in the ps output lately. This is a bit counterintuitive. In the case the modification time of /etc/ntp.conf is greater the modification time of /var/lib/ntp/ntp.conf.dhcp the later should be regenerated in the startup script.
