Hi, I see the described behavior on both a ThinkPad x61t and an x220t, both running current testing.
As Denis said it's more or less a GTK+ issue: I tried the same thing with GIMP, but there, rotating the screen is no problem. Yes, I correctly configured the tablet there, e.g. dynamic opacity and tool switching works. I haven't had time to dive into the code of xournal and GIMP, unfortunately.
