A dep-wait ensures that the package is available, but not that it is installed in the chroot. For most packages the distinction is unimportant as they will be newly installed during the build process (at least for LVM-based chroots). Build-essential packages, otoh, are always present within the chroot and not automatically upgraded; there's some debate as to whether that's what should happen, but it is the current situation.
