This is bogus.  I think Rolf Leggewie was right on this.
(He was a bit too soft.  He should have marked wontfix, too)

Hmmm... what document did you read to do this....

I can not tell what else you did.  Clearly, what you described only will
not get this working.

Wow..  did you read README.Debian in /use/share/scim/.  There is plenty
there.  Before reading random document found via google, you must read
this.  Reading this is the first thing you do on Debian to configure any
application.

There will be no plan to make this.  This may please some but others may
not.  You will understand when you read how to configure.
Please read the fine manuals.

Also, Debian Reference document for newer ibus may also be helpful.

  (If you are still using lenny, lenny version of debian-reference-en
   package had configuration guide for scim.)

Quite franfly, this is mostly user problem and adding suggested feature
is not going to happen.
