A build dependency is automatically added when the sources contain a configure file. However, the rules templates do not contain any autotools-dev related rules (eg. --with autotools-dev for dh7 style rules or calling dh_autotools-dev_* tools with `old' style rules). With the current templates, autotools-dev will only be used when using cdbs rules.
