It looks like xt_TEE was removed from xtables-addons-source due to bug #592237. However it looks like that user was trying to use an unstable version of iptables (1.4.9) in conjunction with a stable version of xtables-addons.
I don't think the decision to disable the TEE target in xtables-addons 1.26-2 was correct since it's now impossible to install xt_TEE on a vanilla squeeze system. -- To UNSUBSCRIBE, email to debian-bugs-dist-requ...@lists.debian.org with a subject of "unsubscribe".
