I asked him for relicense stormlib to (L)GPL/BSD but he wrote me that it is not needed, because developer can use his library in projects without license. I do not know if author of stormlib knows why are these license needed for projects (he use only windows for develop and he maybe does not know GPL, BSD or CC-..).
