Often there will be, but:
(a) The order of fields in an 822 stanza is not defined, so it is
legal for Build-Depends to be last.
(b) If one wants to satisfy a dependency string, rather than the
requirements of some source package, pbuilder-satisfydepends's
interface is reasonably plausible - one just invents a synthetic
.dsc. But the obvious way of doing this has a .dsc containing
only a Build-Depends which would work except that it needs a
silly extra blank line.
