If your package comes with extensive documentation in a markup format that can be converted to various other formats you should if possible ship HTML versions in a binary package, in the directory `/usr/share/doc/<appropriate-package>' or its subdirectories.[1] If you don't like the info system to read documentation, that's ok, but in the end, for GNU packages, the info manual and the HTML manual have essentially the same content, as both are derived from the texinfo source. So yes, for GNU packages, the "main" manual, the one that you can use as a reference, is the one you can read (not exclusively) in info format.
