In the meantime I figured out how to work around the problem:

You need to make sure both console-tools and console-setup are installed. The package kbd must not be installed. When set up correctly the system font switches from bold to light during the boot sequence.

If you supply your own default.preseed you must include the following options from the original file:
d-i preseed/early_command string anna-install simple-cdd-profiles
console-common console-data/keymap/policy select Don't touch keymap
console-data console-data/keymap/policy select Don't touch keymap
