The serbianc.ldf we submitted to upstream, but got no response until now: http://www.latex-project.org/cgi-bin/ltxbugs2html?pr=babel/3667 Further I noticed another effort to include a similar file into TL: http://www.ctan.org/tex-archive/macros/latex/contrib/babel-contrib/serbianc If this file contains everything needed and is in TL2011 (I'll check this), we can assume this bug bug to be solved.
