This appears to be a consequence of the freetype package on armhf having
been built in an unclean chroot that had libbz2-dev installed.  libbz2-dev
is not a build-dependency of freetype and none of the ftp.d.o architectures
have ever been affected by this, so the missing build-conflict has gone
unnoticed.

The configure script supports a --without-bzip2 option to disable bzip2
detection, which I will include in the next upload.  In the meantime, I
think you should binNMU freetype on armhf in a clean build environment that
doesn't have libbz2-dev installed.
