Works fine for me on my system:

$ LD_LIBRARY_PATH=/usr/lib:/lib gpg-agent
gpg-agent: no gpg-agent running in this session
$ LD_LIBRARY_PATH=/lib:/usr/lib gpg-agent
gpg-agent: no gpg-agent running in this session
$ LD_LIBRARY_PATH=/usr/lib gpg-agent 
gpg-agent: no gpg-agent running in this session

Anything else weird about your environment?
