This is not possible because first libjpeg62-dev conflicts with libjpeg8-dev and secondly, libjpeg-dev is a purely virtual package, so it cannot pull anything. However, what is your actual problem ? If a package depends on libjpeg-dev, then libjpeg8-dev should get installed automatically. Is it not the case ?
