Did you also restore the postgresql.conf?

Please check the following:

$ grep -H shared_buffers /etc/postgresql/*/*/postgresql.conf
$ sysctl -a 2> /dev/null | grep kernel.shm

If the sum of the first output(s) is larger than kernel.shmmax, there
is the problem.
