For some reason it looks like netselect's traceroute probes get dropped but
other's (i.e. those done by traceroute) work fine. Is there any filtering
device  in your end that might block network probes?

In addition, please try the following to see if this works for you and send
me the output too:

  netselect -I -vv ftp.debian.org ftp.de.debian.org

Note: -I instructs netselect to use ICMP probes instead of its own traceroute
probes.
