Make sure this message fits on 80 character wide screens:
Submit this report on reportbug (e to edit) [Y|n|a|c|e|i|l|m|p|q|?]? q
reportbug stopped; your incomplete report is stored as
"/tmp/reportbug-reportbug-20050916-5576-ZYu455". This file may be
located in a temporary directory; if so, it might disappear without
any further notice.

Also say what command to use when one wants to continue on with that
tmp file.

Mention here if this is the right command to us when one used "q" last time:
       -i FILE, --include=FILE
              Include the specified file as part of the body of the message to
              be  edited.   Can  be used multiple times to add multiple files;
              text-only please! From a suggestion by Michael Alan Dorman in
              the bug bug list. (See also the --attach option.)

"bug bug list"? I would delete that whole sentence.

Anyway, -i apparently reasks questions already in the /tmp file, so isn't
exactly what we want here.
