initramfs-tools was updated to no longer use (and create) this
directory [2].
usplash is dead and has been removed from the archive, so it might be
worthwile removing this code.
The current plymouth package afaics doesn't setup plymouthd to write out
a pid file i.e. it doesn't use --pid-file=.
I dunno if plymouthd has a default, so I CCed the plymouth maintainer.
