Hello again.

It seems the most simple way to reproduce this bug (or to get a strange
behaviour may be with the same roots for this bug) is to load a simple
xml-file with 'windows-1251' encoding defined (which is validated as
good xml-file by xmllint):

<?xml version="1.0" encoding="windows-1251"?>
<test />
