In the days when remote root logins are generally disabled and
console access is not always granted, system administration happens
mostly via SSH. It would be useful to be able to make use of
pam_nologin in this case too, but that would require it to grow
a parameter like pam_wheel has, group=XXX, which then could be used
to exempt members of wheel or staff from the nologin-restriction.
