That isn’t true anymore.  #426506 dates from before kdump-tools depended
kexec-tools and makedumpfile recommended it.  Those packages use
/sbin/kexec “behind the scenes” in an unrelated way, but their
installation currently has a confusing side effect on rebooting because
there’s no way for a package to pull in /sbin/kexec without this side
effect.

If you think it’s important that users can install a package and get
kexec reboots as an automatic side effect without additional
configuration, consider splitting that configuration package out from
the main kexec-tools package.  (Finding the right split point might take
some thought since, as Geoffrey noted, some packages may want the
initscript without the default setting.)  Personally though, I think
editing a configuration file for this advanced behavior isn’t too much
to ask.
