Not speaking for the maintainer or the SRM, but I don’t think this falls under the things fixed in a stable update; besides, developers usually use, and probably should, the most current tools anyway. (I think not using debootstrap from sid will also fail you.) I was able to just dpkg -i those on a stable system, myself. (Now there’s a much harder issue… debootstrapping wheezy on a system running Linux 3.x fails in libc’s preinst and that CAN not be fixed in an update because debootstrap doesn’t look at them in the first place. Fun.
