gnome's panel does not use menu files, but the *.desktop files in
/usr/share/applications/. The code used to interpret the *.desktop
files contains some "magic" to find the icons in /usr/share/icons,
display the application's title in the correct language etc.

The menu files are more simple. For example they are used by
Debian's openbox package to generate a static xml menu (note: the
package in Debian does not support icons in the menu without some
minor patches, see #645944, #645952).

So testcases are window managers supporting icons, which use the
debian menu system.
