For a lot of practical purposes, and I'd wager to guess most purposes in
general, people want an up-to-date list of public whois servers, which isn't
a local matter like local server settings (which are indeed normally put in
configuration files in /etc), but something more akin to tzdata updates, or
clamav/spamassassin updates.
