The problem is, that libmikmod2 does not work without OSS, and without oss-compat, nothing guarantees that /dev/dsp will be present. Therefore, I can't lower the Depends to Recommends, as that would potentially make the package unusable. It's unfortunate that this is the case, and I'm working on updating libmikmod2's ALSA driver (and then the oss-compat dependency will completely disappear on linux systems), but it's not quite there yet. I also think that applications that use OSS over ALSA, even when the latter is present should be fixed to not do that. I believe that would be a better course of action. In any case, since the Depends is pretty much a must for the library to work, I'm downgrading the severity to wishlist.
