I can't find such a package in Debian, not even in incoming, and I can't find it in the removal logs, either. The version number also suggests it did not originate from the Debian archives. However, debian-multimedia.org does appear to have it, with this exact version: http://www.debian-multimedia.org/dists/unstable/main/binary-amd64/package/ogmrip.php I'd like to suggest reporting this bug upstream (as this does not appear to be a packaging problem, and the debian-multimedia faq[1] recommends going upstream unless it's a packaging isse), there's nothing Debian can do, since the package isn't in our archive.
